Ceremonial staff in Theravada Buddhist style, most likely made in Thailand. With the depicting of Vishnu riding Garuda.
This item is a bit outside our area of expertise, so unfortunately we can't tell you its exact origin and usage. Therefore this one goes for a nice low price, hoping it will find its rightful place and partner soon again.
The material seems to be a layer of bronze over a stone core (probably terracotta or similar). Size; 29 centimeters length and with a weight of 402 grams. From vintage origin, shows a little bit of oxidation on the right hand, but otherwise in good condition.
